Impress the Moonlight won a total of 22 races in her career, 17 of them HOTY. She is the Y15 Triple Tiara Champion, and a Breeder's Cup winner. She was the Y13 BBT Best Classic Dirt Yearling, Y13 Best Prospect Filly, and Y14's Best Grade Four horse. I believe she's earned a place in the Hall of Fame showing several years of talent. So this is just a me opinion, since you specifically asked for an explanation. Take it or leave it.
Just a side note to begin, but the prospect years shouldn't really be posted for consideration in this, as they don't count for a horse's final 'total', as it were. They are shows, not racing. But I digress. She's a good horse, but I have to look at the type of horses we turn down for this sort of thing and which ones we ultimately allow in. First, she ran almost completely in the filly and mare turf division. The filly division, as the colts are obviously not allowed, is notoriously weaker. So while her accomplishments were pretty good, they were gained in a less competitive division. Second, she really had one "HoF-quality" year out of three racing years (just looking at win numbers), and that's generally not considered good enough for the HoF. Most, if not all, recent HoF inductees have at least two Breeders' Cup wins and/or a Horse of the Year title. That, or they were incredibly dominant in the years they did not win a BC race, and therefore it can be overlooked.
It is these things, in combination, that garnered a no vote from me. But I wish you the best of luck, because if you gain the votes my opinion doesn't matter anyway!

Originally I was lingering towards a no, following the same reasons as Kenny, however..
I do think its confusing for prospect races - that hold no importance towards a horse's race record - to have HOTY status, but that's another matter. She is, however, the first and only Turf Triple Tiara winner and I believe that constitutes as historic especially since the TTT has been running for 11 SIM years and had not had a TTT winner.
So, this gets a yes from me.

I don't hold any regard for prospect seasons other than believing that because of her success at prospect races, she had a lot of expectations on her shoulders as a real racer.
I voted yes because I do believe that Triple Tiara wins are important. She had some strong competition that year and was busy chasing Pandora's tail at the time. Even with that stiff competition, her achievement in a tiara series is quite notable as she is still the only winner of that series to date.
